Update From The Ministry On New School

Ministry of Education (MOE) talking with Christchurch City Council (CCC) to secure Burwood Park South for Banks Avenue School’s new school. CCC advised MOE it was to have community consultation. MOE had no knowledge of letter drop. Thought it would be to community groups. MOE not impressed. One sided view now in community. Some responses received and were negative. Some sports clubs quite positive. MOE in discussion with CCC to find way forward. Process not going well at present. Corolande Child and David Hobern to meet with management at CCC. Date of meeting to be emailed to Toni. This has potential to become political with council elections coming up.
  • 4.1. Other options for the BOT to consider are: Shirley Boys High School and our current site. Burwood Park North could potentially be an option.
  • 4.2. Our site could potentially start tomorrow. The MOE know a lot more about our land and buildings. Big savings as no land needed to be purchased.
  • 4.3. Shirley Boys site cannot begin until the high school has moved. A green space is a must between schools.
  • 4.4. Plans tabled x 4 Network Plans 3 scenarios for potential enrolment zones discussion
  • 4.5. Acquisition of land discussed.
  • 4.6. Decision on site needed to allow the process for us to proceed.
  • 4.7. David to come back to May BOT meeting with more information
  • 4.8. BOT to reevaluate its preferred option.
  • 4.9. BAS to initiate formal survey to school community outlining options & viable solutions. BOT needs well reasoned option to support and put that out there. Target Community Board.Subcommittee to build strategy, engage PR person to support subcommittee. MOE for funding to support consultation for new school, develop new strategy plan. Develop skeleton on framework and bring back to next BOT meeting Toni Committee: Toni, Glenn, Trevor (for next 34 months), Kirk. BAS site v Burwood Park South. Toni to take to staff for feedback and to seek meeting participants and set up meeting.

Public Excluded Session

Motion
That under Section 48 (1) of the Local Government Official Information and Meetings Act 1987 the public be excluded from the following proceedings for this meeting.  The reason being to discuss a disciplinary or personnel issue, and to protect legal privilege and the privacy of natural persons.  A Reid  Carried

Correspondence

  • ​6.1. Roll Return funding adjustments will follow our 1 July return if we don’t make our Grading Roll of 412. Staffing will not be affected.
  • 6.2. Board Elections time to start initiating some interest in our school community around the Elections newsletter (Toni and Colleen) Set up website page (Tracey)

Prinicpal's Report

  • 7.1.1. Annual Goals Action Plan included. 5 Strategic Teams have come up with goals and action plans. These feed back into the Strategic Plan with reporting back to the Board.
  • 7.1.2. Targets included in Analysis of Variance Report. Each team has own targets. Management has been devolved as part of this process. Great report compilation for the BOT.
  • 7.1.3. Charter has been forwarded to the Ministry of Education.
  • 7.1.4. Targets has been forwarded to Ministry of Education. NAGs included so you can see where the data comes from.
  • 7.1.5. Annual Report circulate to Board members, discussion at April Board meeting Toni
  • 7.1.6. Learning Conversations want to keep building student voice at our Learning Conversations. Want 100% take up for these. Tuis and Dudley teachers loved the new meeting process with two teachers working in tandem. To review meeting time structure to allow for a breather amongst Learning Conversations.
  • 7.1.7. Health & Safety Toni attended seminar. Revamped hazard management process. School docs are updating all policies around this. Audit to take place Term 2. Not just physical environment but staff mental & emotional wellbeing as well. Committee: Toni, Steve, Colleen and Noella (BOT).
  • 7.1.8. Al Fone Professional Development Saturday 6 April feedback sought from community, 8 responses to date. Opened up to staff, PTA and community to get everybodys voice.
  • 7.1.9. Teaching Team Leaders Appraisals 2016 Tracey has set up individual website for each of them. Another great Tracey innovation. This is an informative forum for the appraisal process. Weekly leadership meetings now include 15 minutes on reflective practise.
  • 7.1.10. Melbourne MLE Experience time to release some information to community. Toni to prepare FAQ sheet for staff to use as handout, how we are preparing for the future.

Finances

  • 7.2.1. Finance Report reports ready for April meeting cover first quarter.
  • 7.2.2. Budget 2016 has been trimmed. No fat in this budget. Future budgets will be better aligned to funding allocations within the MOE entitlement.
Motion 
That the 2016 Draft Budget as tabled, with a surplus of $5,967.00, before depreciation, be ratified.  A Reid   Carried

Self Review

  • 7.3.1. Strategic Survey out in community now
  • 7.3.2. eLearning survey out in community now
  • 7.3.3.Year 7 (last year’s Year 6s) survey out via post.

Board Overview 2016

  • 8.1. BOT & PTA meeting dates are included in the plan. Easy to follow.
  • 8.2. Fire Drill need roll call and not head count. Next fire drill before end of Term 1.
  • 8.3. Orange colour are actions completed.
  • 8.4. Schooldocs Toni to take BOT through dashboard at future meeting Toni
  • 8.5. April meeting falls in term break. Bring forward one week to 12 April.

General Business

  • 9.1. New School Preparation BOT/PTA local MLE tour to be organised Toni
  • 9.2. PTA is already an Incorporated Society any more than $1000 left at the end of financial year is taxable. Would have had to file an annual return. Accounts are audited. Annual accounts should be tabled at BOT meeting. Kirk to attend next PTA meeting, see what they want. BOT happy to support with structural overview, training etc. Toni has advised against PTA owning Facebook page but can organise access to school Facebook page to load their events. Can set up page on school website the PTA could keep updated themselves.
  • 9.3. Succession Planning David and Kirk attended seminar. Trustees folder index induction process, give potential new members an overview of what to expect. Site can be set up on website. Mentor new members. Person specification etc. Look at enrolments for potential members Colleen Check occupations on enrolment form Colleen
  • 9.4. HEART tokens are for everyone BOT, PTA, parent helpers, staff and children anyone who is showing HEART.
